Subject:  Foreign Intelligence Surveillance Act (FISA) Abuses at the Department of Justice and the Federal Bureau of Investigation with regard to the now President of San Mateo Rotary Club.
 
This is the second memorandum and hence forth referred to Memorandum # 2. 
 
This second memorandum takes on the question of how necessary the FISA warrant was in securing obvious know information about the Russian influence with regard to President Chris C Eckert.  On January 21 a conversation was picked up with a travel agent negotiating a future trip to Russia during the year of his presidency on or about April 28th.  No reference as to who was going to be in charge of the SMRMMAL or when his return trip was planned or if it was planned.  This lead to the proposal that it maybe a one-way trip to escape wrong doings or possibly smuggling secret data from SMRMMAL in exchange for permanent asylum.
 
Second incidence recording by visual camera located on the premises off Mr. President Eckert demonstrated that he was trying to spell the word Russia.
 
The third recorded incidence of Mr. President was from a receipt at Arnolds Liquor Store demonstrating a large purchase of 44 bottles of Russian Vodka.  The follow up at Arnolds in the investigation after the purchase with the clerk, Robert Lush, reveled the President had never purchased this amount of Vodka at one time before.  There was some remark from President Chris about a future party.  Mr. Lush remarked in interview that no one purchases that much Vodka, maybe red wine but not Vodka and especially not Russian Vodka.
 
Reporting on these unusual events it was the consensus of the intelligent sub-committee from the SMRMMAL (San Mateo Rotary Majority Members At Large) that his information could have never been obtained without the FISA warrant. The request of an additional 90 Day FISA warrant is requested.  That the only thing observed wrong but not necessarily illegal was the mis-spelling of Russia.

Nice comments for Past President Wally who evidently had a little difficulty parting with a dollar.  Fun trips white-water rafting and known as the best  bargainer in Mexico.  A great personality who will be truly missed.

February is Community Service Awards.  The first time we have $30000.00 to award.                              Applications for non-profits for request of dollar awards are available.
February is also membership month mixer on the 15that 5:30.  400 S. El Camino Real.
 
Dick Bennett was given an opportunity to join the Presidents Club from his trip to Italy.  He also joined with Wally Krone for a double entry.  Nice pictures
 
Lastly ---- a permanent badge was presented to Frank Solinsky by Oscar Lopez-Guerra and Tom Huening. Frank spoke to us not unfamiliar with Rotary as Past President of the Chico Club.
 
Program
Introduced by Walt McCullough, Colonel Jason “Shrek” Terry representing the United States Air Force.  Colonel Jason is a National Security Affairs Fellow for 2017-2018 at the Hoover Institution.
 
Colonel Jason Terry commanded a 232- person Total Force C-130 squadron and deployed to multiple theaters in a variety of missions including combat airdrop in Afghanistan; South Sudan Embassy evacuations and Firefighting systems for the US Forerst Service in California and Oregon.  His research during his fellowship include organizational leadership, coercion and deterrence.
 
Premise:  21st Century deterrence will rely on cross-functional, multi-domain capabilities to maintain or re-establish deterrence.  How do we integrate capabilities (conventional, cyber, space, nuclear, etc.) to execute full spectrum, multi-domain deterrence to achieve a advantage in a joint warfighting environment?
 
This was and is a very complicated topic.  For me it was best explained by the “rockingBoat” story.  If two people are in a boat and one wants the other to row.  If he doesn’t row the leader can start rocking the boat.  Now that becomes significant if the one who is to row can’t swim and the leader can, but the deterrent fails if the leader can’t swim either.  What this meant to me was if we want or expect to deter some adverse actions from Russia, China or North Korea, we must be able to swim.  If we don’t have the hardware or don’t have the ability or determination to use it we will have no one rowing the boat.  It isn’t friendship or equality that has ever worked.  These forces are not like us.  It is fear that works as a deterrent of power to pull the switch.
